Proactive Infrastructure Scheduling: How Financial Services Cut Compute Costs 60% Without Sacrificing Availability

Reactive autoscaling wastes money on idle infrastructure and introduces cold-start latency. Proactive time-based scheduling provisions compute exactly when needed — before the workload arrives. Here's the architecture for regulated financial institutions.

Luca Berton13 min read

Financial services infrastructure has a dirty secret: most compute resources are idle most of the time. A trading analytics cluster provisioned for peak market hours sits idle 70% of the week. GPU nodes for risk calculations run 24/7 but only process workloads for 4 hours each evening. Development environments provisioned on Monday are still running on Sunday.

The industry's answer has been reactive autoscaling — HPA, VPA, Cluster Autoscaler. These tools scale after demand arrives. For unpredictable consumer traffic, reactive is the right approach. For financial services, where workload patterns are as predictable as market opening times, reactive scaling is the wrong tool.

Proactive scheduling provisions infrastructure before demand arrives and de-provisions it after demand ends. No cold-start latency. No idle waste. No forgotten dev instances burning money over the weekend.

The Predictability Advantage

Financial services is one of the most schedule-predictable industries in the world:

Weekly Compute Demand Pattern (European Bank)

Time Window Mon Tue Wed Thu Fri Sat Sun Workload
00:00 – 06:00 🟡 🟡 🟡 🟡 🟡 ⚪ ⚪ Batch
06:00 – 07:00 ⚪ ⚪ ⚪ ⚪ ⚪ ⚪ ⚪ Idle

🔴 Full capacity    🟡 Partial capacity    ⚪ Idle

48%

Active hours per week (80 of 168)

52%

Idle compute time = waste

52% of weekly compute time produces zero business value. At scale — tens of thousands of CPU cores and hundreds of GPU nodes — the waste is staggering.

Proactive vs Reactive: The Architecture Difference

Reactive Autoscaling (Current State)

07:00

Requests hit infrastructure

07:01

HPA detects increased load

07:02

HPA requests more pods

07:03

Pods pending: no capacity on existing nodes

07:04

Cluster Autoscaler requests new nodes

07:06

New nodes provisioning (cloud VM: 2-4 min)

07:10

Nodes ready, pods scheduled, serving traffic

Cold-start gap — 10 minutes of degraded performance

During market open — the most critical period of the day

Proactive Scheduling (Target State)

06:50

Nodes ready, health-checked, joined cluster

06:55

KEDA pre-scales inference pods to baseline

07:00

Market opens

07:00

Full capacity already serving. Zero cold-start

18:15

Trading window closes

18:15

Graceful drain begins (15-minute window)

18:30

Trading nodes de-provisioned

18:00

Risk batch nodes already provisioned (overlap)

Zero cold-start. Zero idle waste. Deterministic capacity.

Implementation Patterns

Pattern 1: Market-Hours GPU Cluster

AI inference for real-time pricing, fraud detection, and trade analytics:

  • Schedule: 06:45-18:15 CET, Monday-Friday
  • Capacity: 8x A100 GPU nodes
  • Pre-warm: 15 minutes before market open, models loaded into GPU memory
  • Graceful shutdown: 15-minute drain after market close, in-flight requests complete
  • Savings: 60% compute cost reduction vs 24/7 operation
  • Holiday calendar: Integrated with market holiday calendar — no provisioning on bank holidays

Pattern 2: Development Environment Scheduling

Data science and development GPU access:

  • Schedule: 07:30-19:30 CET, Monday-Friday
  • Capacity: 4x L4 GPU nodes (experimentation tier)
  • Override: Engineers can request after-hours access via self-service (auto-approved, auto-expires at midnight)
  • Weekend: Off by default. Manual activation for urgent work (requires manager approval, auto-expires Sunday 22:00)
  • Savings: 70% cost reduction (no overnight, no weekends)

Pattern 3: Multi-Region Follow-the-Sun

Global trading desk with London, New York, and Singapore:

Region Active Hours (CET) GPU Nodes
🇸🇬 Singapore 00:00 – 08:00 (Asian markets) 6
🇬🇧 London 07:00 – 17:00 (European markets) 8
🇺🇸 New York 14:00 – 21:30 (US markets) 8

14

Max nodes needed at any time (vs 22 for 24/7)

36%

Cost savings with follow-the-sun

Pattern 4: Batch Processing Windows

Risk calculations, regulatory reporting, portfolio rebalancing:

  • Schedule: 18:00-22:00 CET (risk) + 01:00-05:00 CET (overnight batch)
  • Capacity: 16x CPU nodes + 4x GPU nodes (reduced from trading tier)
  • Priority: Batch jobs have lower priority than trading. If trading runs late, batch provisioning is delayed
  • Completion guarantee: If batch hasn't finished by window close, extend dynamically (with cost alert to team)
  • SLA: Regulatory reports must complete by 06:00 CET. If 05:00 batch is at risk, alert operations team

The Green Computing Dimension

ESG reporting is no longer optional for financial institutions. Infrastructure energy consumption is a material metric:

Before: 24/7 Operation

GPU cluster22 nodes x 700W
Continuous draw15.4 kW
Monthly energy11,088 kWh
Annual CO2~5.3 tonnes
Annual cost3,330 EUR

After: Time-Scheduled

Average active10 nodes (weighted)
Continuous draw7.0 kW
Monthly energy5,040 kWh
Annual CO2~2.4 tonnes
Annual cost1,512 EUR

55%

Energy reduction

2.9t

CO2/year avoided per cluster

58t

CO2/year at 20 clusters

These aren't estimates — they're precise calculations derived from deterministic scheduling. When you know exactly when infrastructure runs, you know exactly how much energy it consumes. That precision is what ESG auditors want.

Regulatory Alignment

  • DORA ICT Change Management: Schedule changes are Git commits. Every provisioning/de-provisioning event is logged with timestamp, trigger (schedule vs manual vs emergency), and outcome. Audit trail is the Git log
  • DORA ICT Risk Management: Reduced operational window = reduced risk exposure. Infrastructure that's off can't be compromised. Attack surface quantifiably reduced by 52%
  • NIS2 Essential Service Availability: Pre-warming ensures infrastructure is ready before market opens. SLA compliance is designed into the schedule, not hoped for via reactive scaling
  • CSRD Sustainability Reporting: Energy consumption per workload, per schedule window, per cluster. Precise data for Corporate Sustainability Reporting Directive requirements

What Open Empower Delivers

  • Workload pattern analysis: Map your actual compute demand patterns across all workload types. Identify scheduling windows and idle waste
  • Scheduling architecture: Design proactive scheduling topology — market hours, batch windows, development schedules, follow-the-sun — with overlap management and priority
  • Kubernetes operator deployment: Implement time-based scheduling with Cluster API integration, holiday calendars, and emergency controls
  • Cost and energy modelling: Precise before/after analysis with monthly tracking dashboards. ESG-ready energy reporting
  • Regulatory compliance: DORA-compliant change management, audit trails, and incident response integration for scheduled infrastructure

Your infrastructure doesn't need to run to be ready. It needs to be ready when it matters. Let's schedule it.
